Only companies that publish an actual number were ranked; substantial certified factories that quote MOQ on enquiry, ordering platforms that are not factories, and sites that disclose no legal entity are named in Notable exclusions with reasons.   • Certifications: every certification named in this article is company-stated — taken from the company’s own pages and not confirmed with JAKIM, the Ministry of Health, NPRA, SIRIM or any other issuing body.
  • No editorial adjustment: positions follow the number. No company was moved up or down for any reason, and no company was contacted before publication.

Notable exclusions

Candidates considered but not ranked, and why:

  • “OEM Kosmetik Jenama Sendiri” (oemkosmetikjenamasendiri.com)Advertises the lowest figure we found anywhere — “serendah 50 unit”, with serum packages quoted at RM250 for 50 bottles — but discloses no legal entity, no factory address and no certifications. It failed our identity screen, so it is named here rather than ranked.
  • Mudah OEM (mudahoem.com.my)Publishes a 300-unit floor, which would have placed it inside the top three, but it is an ordering platform that routes work to third-party factories rather than a manufacturer. A platform’s MOQ is not a factory’s MOQ.
  • CL Cosmetic Industries Sdn. Bhd. (0633187-D), KajangA substantial GMP and JAKIM Halal-certified factory with 500-plus NPRA-notified products that states it works to the “lowest feasible MOQ per product and packaging” — but publishes no number, so it cannot be ranked on this metric.
  • VNI Scientific Sdn Bhd (1215100-M), SerembanCompany-stated GMP (NPRA), ISO 22716, JAKIM, EcoCert and NanoVerify certifications and a dedicated founder programme, but no published MOQ figure anywhere on its site.
  • Zelcos Laboratory Sdn. Bhd., Juru, PenangQuotes by RFQ only. Third-party listings circulate a “500 units / RM13” figure for Zelcos that does not appear on the company’s own site, and we do not repeat other people’s numbers as a company’s published MOQ.
  • Sky Resources Sdn Bhd (230040-P), Bukit MertajamPublishes “1,000–3,000 units”, but only inside a blog article rather than on a service or product page — too weakly placed to count as a published MOQ under our source rule.
  • Biocoslab, A Task, HAX OEM, Union Profit, Everfresh Premium and De CosmeticsAll market themselves on low or flexible minimums without publishing a figure, and none adds anything the on-enquiry entries above do not already illustrate.
  • HS Biotechnology (oemkosmetik.my)Publishes a budget entry point (“bajet bermula RM3,000”) but no MOQ, and describes a China-based bulk supply chain — outside the scope of a Malaysian-manufacturer ranking.
  • Nano Herbs, Vberlab, Aropi and Cylin CosmeticNo active official website could be reached on the capture date (Cylin’s site returned a 403 block), so no figure could be verified from a primary source.

Limitations

This ranking measures one thing: the number a company chooses to publish. It is not a measure of quality, price, capacity, lead time or service, and a factory with no published MOQ may well accept a smaller order than one listed here. All figures are desk-verified from company websites on the stated dates — we placed no enquiries and requested no quotations — and websites change without notice, so re-check before relying on any figure. Certifications are company-stated and were not confirmed with the issuing bodies. Published MOQs typically apply to selected ready formulas and stock packaging; custom formulation, custom moulds and imported components carry their own, usually higher, minimums.
