Top 10 Best Skincare OEM Manufacturers in Malaysia, Scored on Evidence (2026)
Malaysia’s best skincare OEM and private-label manufacturers, scored out of 100 on public evidence: halal output, verifiable certificates, client base, track record, customer reviews, plant, exports and CSR. Every factory named on live NPRA notifications was screened.
This is an editorial ranking. Each factory was scored against nine declared, weighted dimensions using official and public records: NPRA notifications, the JAKIM halal directory, SSM, certification-body registers, MATRADE, US FDA records, the government cancelled-cosmetics dataset, Google Maps and company websites. We did not audit or visit the factories.

Quick answer
According to Malaysia’s Top Ten, the best skincare OEM manufacturer in Malaysia in 2026 is Dr Orizi (M) Sdn Bhd of ORIZI Group, with 74.1 out of 100 on a nine-dimension evidence rubric, almost 22 points ahead of the next factory. It has 148 halal-listed client skincare products in the JAKIM directory, the only ISO 22716 certificate in the pool confirmed active on its issuer’s public register (AMER14609), all five client types and 5.0 stars from 134 Google reviews. Zelcos Laboratory and Coscolab follow at 52.2 each, ahead of AF Manufacturing Services (45.6) and Sky Resources (42.5). The pool started from all 355 Malaysian manufacturers named on live NPRA cosmetic notifications (September 2026).
- Only 26 of the 355 Malaysian manufacturers on live NPRA cosmetic notifications make more than 100 skincare products for other brands. The rest are too small, make mainly their own brands, or focus on hair, body or fragrance.
- Dr Orizi (ORIZI Group) leads by almost 22 points. It is the only factory that scores strongly in every area at once: halal output, verified certification, client base, reviews and plant.
- Halal output separates the leaders: Zelcos (174), Dr Orizi (148) and Coscolab (102) are the only factories with more than 100 halal-listed client skincare products in the JAKIM directory.
- Only one ISO 22716 cosmetic-GMP certificate in the pool could be confirmed active on the issuing body’s public register: Dr Orizi’s AMER14609. Others state ISO 22716 without a checkable number.
- Size and volume alone do not win. Q&Z has the most skincare client brands (112) and CL Cosmetic the largest site, but neither leads on halal, verified certificates and client feedback together.

Malaysia has more than 350 factories making cosmetics, but very few of them are serious skincare OEM partners. Many make mostly their own brands. Others run a few dozen products for clients, or specialise in shampoo, body wash or perfume. A brand owner searching for a skincare manufacturer in Malaysia needs to know which factories actually make skincare for other brands every day, and which of those can prove what they claim.
This ranking answers that question with evidence a buyer can check. It starts from every Malaysian company named as manufacturer on a live NPRA cosmetic notification, keeps only the genuine high-volume skincare OEMs, and scores each one out of 100 on public records rather than on what factories say about themselves.
Who this skincare OEM ranking is for
It is for brand owners, clinics, pharmacies, retailers and investors choosing a skincare contract manufacturer in Malaysia, for the local market, halal export or a first private-label launch. If you want the customer view on its own, see our skincare OEM manufacturers rated by real customers and the most-reviewed skincare OEM factories.
How we ranked Malaysia’s skincare OEM manufacturers
We took all 355 Malaysian manufacturers named on active NPRA cosmetic notifications (captured 3–6 September 2026), removed 53 that make only their own brands, kept the 58 that make at least 150 products for other brands, and then kept the 26 that make more than 100 of those in skincare (Sky Resources qualifies on the September 2026 brand-ownership recount). Each of the 26 was scored on nine declared dimensions: halal output (20 points), verified certifications (15), client base (15), track and regulatory record (10), customer reviews (10), plant (10), exports and industry ties (10), published terms (5) and CSR (5). Dr Orizi (M) Sdn Bhd | ORIZI Group
Score: 74.1A full-range skincare and cosmetics OEM in Pengkalan, Ipoh, making 182 skincare products for other brands on live NPRA notifications, for clients from first-time founders to clinics, pharmacies and retail house brands.
Why it was selected
Ranks first with 74.1/100, almost 22 points clear, because it is the only factory that scores strongly in every area at once. It has 148 halal-listed client skincare products in the JAKIM directory, second only to Zelcos. Its ISO 22716 certificate AMER14609 is the only one in the pool confirmed active on the issuer’s public register (Americo). It serves all five client types, including Watsons’ Alia house brand, holds 5.0 stars from 134 Google reviews, has a US FDA cosmetic facility registration and a MATRADE listing, and runs a detached Pengkalan compound of about 4,800 m² with rooftop solar and Sedex membership. In October 2026, its parent group, ORIZI Group, was listed by ASEAN Records and ASIA Records as the largest integrated health, wellness and beauty OEM manufacturing group by number of manufacturing certifications held (24 credentials across 11 schemes). Why it was selected
Scores 52.2/100 and takes second place on the tie rule. It has the most halal-listed client skincare products in Malaysia, 174 in the JAKIM directory, which earns full marks on the heaviest dimension. Its Juru plant measures about 3,960 m², making it the strongest northern-region option, and it states amfori BSCI membership. It scores lower on verified certification, customer reviews and published terms: its website gives little on MOQ or lead time, and it also runs many of its own brands.
Best for
Mid-sized brands that want the largest halal skincare portfolio in Malaysia
Advantages
- Most halal-listed client skincare products (174)
- Large Juru plant (about 3,960 m²)
Limitations
- Thin published terms (MOQ, lead time)

It has 26 years of SSM history (2000), a MATRADE listing and paid FMM membership, and its parent publishes energy data in a Bursa sustainability statement. It scores low on customer reviews (3.8 stars from 10) and publishes little on MOQ, and its parent’s annual report shows revenue declining for three years.

AF Manufacturing Services Sdn Bhd
Score: 45.6A Puchong contract manufacturer with 25 years of SSM history, making 151 skincare products for other brands within a 618-product client book.
Why it was selected
Scores 45.6/100 on the strongest client base in the pool, the only full 15/15: its clients include multinational Wipro Unza and aesthetic-clinic brands. It has 71 halal-listed client skincare products, a 2001 SSM registration with a clean regulatory record, and paid FMM membership. Sky Resources Sdn Bhd
Score: 42.5The longest-established factory in the pool (SSM 1991), a Penang group spanning OEM manufacturing, its own salon and skincare brands, and a separate nutraceutical company.
Why it was selected
Scores 42.5/100 on full marks for track record and solid customer reviews (4.8 stars from 68), with solar across its whole factory roof. On the September 2026 brand-ownership recount it makes 189 skincare products for other brands. It scores low on halal output: its own JAKIM certificate lists only its own brands, so clients’ halal products rely on the clients’ certificates. About half of its NPRA book is its own brands, so it is not a pure OEM.
Best for
Brands that want a long-established, multi-category partner with salon-professional skincare know-how
Advantages
- 35-year SSM record
- 4.8★ from 68 Google reviews

It scores low on halal output, with few halal-listed client skincare products, and on customer reviews, and a large share of its filings are in its own name.
Best for

Why it was selected
Scores 37.6/100 on full marks for track record, a verified NPRA cosmetic-GMP listing, 37 halal-listed client skincare products and a detached 3,770 m² compound. It states ISO 22716, ISO 9001 and ISO 14001 without certificate numbers. It loses points on client concentration (the top three take 57% of its book), a 3.4-star Google record and exports that are hair care rather than skincare.
Best for
Salon and professional skincare brands that value a long record
Advantages

Frequently asked questions
What is the best skincare OEM manufacturer in Malaysia in 2026?
According to Malaysia’s Top Ten, the best skincare OEM manufacturer in Malaysia in 2026 is Dr Orizi (M) Sdn Bhd of ORIZI Group, with 74.1 out of 100 on a nine-dimension evidence rubric. It combines 148 halal-listed client skincare products, a register-verified ISO 22716 certificate (AMER14609), all five client types and 5.0 stars from 134 Google reviews. Zelcos Laboratory and Coscolab follow at 52.2, then AF Manufacturing Services (45.6) and Sky Resources (42.5).
Which skincare OEM factory in Malaysia has the most halal products?
Zelcos Laboratory has the most halal-listed client skincare products in the JAKIM directory, with 174, followed by Dr Orizi (ORIZI Group) with 148 and Coscolab with 102 (recounted 3–4 October 2026). These are the only three skincare OEM factories in Malaysia above 100. Coscolab has the highest halal share of its own book, at 85%. A factory certificate does not make every product halal, so check that your own product will be listed.
Which Malaysian skincare manufacturers have a verified ISO 22716 certificate?
In this 2026 assessment of 26 skincare OEM factories, only Dr Orizi (M) Sdn Bhd of ORIZI Group had an ISO 22716 certificate confirmed active on the issuing body’s public register: AMER14609 from Americo Quality Standards Registech, covering both of its Pengkalan sites (checked 14 September 2026). Several other factories state ISO 22716 without a number that can be checked. Ask every manufacturer for the certificate number and issuer, then verify it yourself.
How many skincare OEM manufacturers are there in Malaysia?
355 Malaysian companies were named as manufacturer on active NPRA cosmetic notifications in September 2026, but only 26 make more than 100 skincare products for other brands, according to Malaysia’s Top Ten. 53 make only their own brands, and most of the rest are small or specialise in hair, body care, colour cosmetics or fragrance.
Is the biggest skincare factory in Malaysia the best one?
No. Q&Z Cosmetics has the most skincare client brands (112) and CL Cosmetic Industries the largest measured site (about 6,370 m²), but neither ranks in the top three, according to Malaysia’s Top Ten. Plant size is one of nine dimensions, worth 10 of 100 points. The leaders win by combining halal output, verifiable certificates, a broad client base and customer feedback.
How should I choose a skincare OEM manufacturer in Malaysia?
Start with a factory that makes skincare for other brands every day, then check four things directly: whether your product can be halal-listed, the ISO 22716 certificate number and issuer, which client types the factory already serves, and recent customer reviews. Then compare MOQ, lead time and price for your own formula. This ranking’s top ten is a shortlist built from those checks, as of September–October 2026.
How this ranking was produced
- Question: which Malaysian factories are the best OEM, ODM and private-label partners for a skincare brand, on public evidence, as of September–October 2026.
- Ranking type: editorial. Nine declared, weighted dimensions are summed to a score out of 100.
- Screen: named as manufacturer on active NPRA cosmetic notifications (355, captured 3–6 September 2026) → not own-brand-only (302) → at least 150 active products for other brands (58) → more than 100 of those in skincare (26). Brand ownership was checked brand by brand; a client brand filed under the factory’s name counts as client work, the factory’s own house brands do not.
- Halal output (20): client skincare products listed in the JAKIM halal directory under the factory’s or the client’s certificate (JAKIM audits the plant either way); 150 or more scores in full, pro-rated below. Recounted 3–4 October 2026.
- Verified certifications (15): NPRA GMP listing; ISO 22716 confirmed on the issuer’s public register scores highest, a published number next, a claim lowest; other ISO standards add a little.
- Client base (15): number of skincare client brands, number of client types (small, mid-size and large brands, clinics or pharmacies, multinationals), and concentration in the top three clients.
- Track and regulatory record (10): years since SSM registration, minus a deduction for any NPRA product cancellation or US FDA warning letter since 2018 naming the factory as manufacturer.
- Customer reviews (10): Google rating and review count on the most-reviewed listing that clearly belongs to the company or its group (14 September 2026).
- Plant (10): roof footprint of the largest officially recorded site measured on satellite imagery, with credit for a detached building and a second licensed site.
- Exports and industry ties (10): US FDA facility records, D&B profile, MATRADE exporter directory, FMM, SIRIM and similar.
- Published terms (5): published MOQ, lead time, client segments and languages.
- CSR (5): SEDEX/SMETA, amfori BSCI, rooftop solar and similar, verified evidence scoring above claims.
- Ties: broken by halal output.
Notable exclusions
Candidates considered but not ranked, and why:
- TCT Nutraceuticals (34.6, #12) — Strong exports and industry ties, but a June 2024 US FDA warning letter (MARCS-CMS 680743) cost track-record points and only five client skincare products are halal-listed. It finishes outside the ten.
- CL Cosmetic Industries (#15) — The largest measured skincare site in the pool (about 6,370 m²), but NPRA cancelled a night cream it manufactured after mercury was found (NOT220605474K), and its halal output and certification evidence are limited.
- Qemrich (#13) — A 5.0-star Google record from 130 reviews, but NPRA cancelled two toners it manufactured (hydroquinone, NOT170203545K and NOT140304146K) and its plant is small (about 648 m²).
- Large factories with under 100 client skincare products — Wei Liam Costotech, Sun-Yang Marketing, Bodibasixs Manufacturing, Eng Kah Enterprise and McBride Malaysia are major manufacturers, but mostly of hair, body, personal care or fragrance. They did not pass the skincare-focus screen.
- Own-brand-only manufacturers (53) — Companies that only make their own brands are not OEMs, however large, and were removed at the second screening step.

Limitations
Desk research only: we did not audit or visit the factories. Skincare and halal matching are name-based, so small counting errors are possible. Brand ownership was checked for each factory’s largest brands; brands we could not verify were not counted as client work, which may undercount some factories. Most certification registers are not public, so “not verifiable” does not mean “not valid”. Factory sizes are satellite estimates, not audited floor areas. Scores describe the evidence available in September–October 2026.
