Every factory named on live NPRA notifications was screened.

This is an editorial ranking. Each factory was scored against ten declared, weighted dimensions using official and public records: NPRA notifications, the JAKIM halal directory, SSM and CTOS, certification-body registers, the government cancelled-cosmetics dataset, Bursa filings, Google Maps and company websites. We did not audit or visit the factories.

Quick answer

According to Malaysia’s Top Ten, the best perfume manufacturer in Malaysia in 2026 is Dr Orizi (M) Sdn Bhd of ORIZI Group, with 68.2 out of 100 on a ten-dimension evidence rubric. It makes 47 perfume products for 10 client brands across all five format families (eau de parfum and eau de toilette, body mist, roll-on oil, solid perfume and extrait), runs the most halal-listed plant in the pool (148 client products in the JAKIM directory), holds the only ISO 22716 certificate confirmed on its issuer’s public register (AMER14609) and has 5.0 stars from 134 Google reviews. Eng Kah Enterprise is second at 55.7 with the biggest perfume client book (133 products for 13 brands), ahead of Masha (39.3) and Perusahaan Maju (39.2). The pool was screened from all Malaysian manufacturers on live NPRA cosmetic notifications (September 2026).

 • Only 14 Malaysian factories make at least 15 perfume products for three or more outside brands on live NPRA notifications. Most fragrance volume sits with own-brand perfume houses or factories that serve one or two captive clients.
 • Dr Orizi (ORIZI Group) leads by 12.5 points. It is the only perfume factory that combines a halal-audited plant, a register-verified ISO 22716 certificate, all five perfume formats and a top Google record.
 • Eng Kah and Perusahaan Maju make the most perfume for other brands (133 and 138 products), but publish few buyer terms and have no halal-listed cosmetic products.
 • Halal perfume is rare: several factories hold a JAKIM certificate under the OEM scheme with no products listed on it. Ask for the halal status of your own perfume, product by product.
 • No factory in the pool publishes a perfume lead time. Treat MOQ, lead time and IFRA documentation as the first questions on any shortlist.

How this ranking was decided

Editorial ranking of Malaysia’s best perfume manufacturers and OEM fragrance factories. The pool was screened from every Malaysian manufacturer on active NPRA cosmetic notifications (3–6 September 2026) down to the 14 that make at least 15 perfume products for three or more outside brands. Each was scored out of 100 on ten declared dimensions: perfume client book (20), halal (15), verified certifications (15), track and regulatory record (10), customer reviews (10), exports and industry ties (10), perfume formats (5), plant (5), published terms (5) and CSR (5), using public records captured September to October 2026.

Perfume is one of the fastest-growing private-label categories in Malaysia, driven by local fragrance brands, creators and social-commerce sellers. But few Malaysian factories make perfume for other brands at real volume. Much of the country’s fragrance output comes from perfume houses that only fill their own brands, or from factories that work for one or two captive clients. A brand owner looking for a perfume manufacturer needs to know which factories genuinely serve outside brands, and which of those can prove what they claim.

This ranking answers that with evidence a buyer can check. It starts from every Malaysian manufacturer named on a live NPRA cosmetic notification, keeps the factories that make perfume for several outside brands, and scores each one out of 100 on public records.

Who this perfume manufacturer ranking is for

It is for fragrance brands, creators, retailers, hotels and corporate-gift buyers sourcing eau de parfum, eau de toilette, body mist, roll-on or solid perfume from a Malaysian OEM or private-label factory. It covers fine-fragrance formats for the body; car and home fragrance are a different supply chain and are not scored here.

How we ranked Malaysia’s perfume manufacturers

We took every Malaysian manufacturer named on active NPRA cosmetic notifications (captured 3–6 September 2026), identified perfume products by name (eau de parfum, eau de toilette, cologne, body and fragrance mist, attar and oil perfume, solid perfume, extrait; hair products excluded), removed each factory’s own brands, and kept the 14 factories that make at least 15 perfume products for three or more outside brand owners. Each was scored on ten declared dimensions: perfume client book (20 points), halal (15), verified certifications (15), track and regulatory record (10), customer reviews (10), exports and industry ties (10), perfume formats (5), plant (5), published terms (5) and CSR (5). 1

Dr Orizi (M) Sdn Bhd | ORIZI Group

Score: 68.2

A full-range beauty and wellness OEM in Pengkalan, Ipoh, with a perfume line covering eau de parfum, eau de toilette, body mist, roll-on, solid perfume and extrait for 10 outside brands.

Why it was selected

Ranks first with 68.2/100, 12.5 points clear, because it is the only perfume factory that is strong on every buyer check at once. It makes 47 perfume products for 10 client brands, in all five format families, with IFRA-compliant options. Its plant carries 148 halal-listed client products in the JAKIM directory, the most in the pool, and its ISO 22716 certificate AMER14609 is the only one confirmed active on an issuer’s public register (Americo). It has 5.0 stars from 134 Google reviews, a US FDA cosmetic facility registration, a MATRADE listing and a detached Pengkalan compound of about 4,800 m² with rooftop solar. In October 2026, its parent group, ORIZI Group, was listed by ASEAN Records and ASIA Records as the largest integrated health, wellness and beauty OEM manufacturing group by number of manufacturing certifications held (24 credentials across 11 schemes). Its perfume volume is smaller than Eng Kah’s and Perusahaan Maju’s, which keeps its client-book score mid-table.

Frequently asked questions

Which is the best perfume manufacturer in Malaysia in 2026?

According to Malaysia’s Top Ten, the best perfume manufacturer in Malaysia in 2026 is Dr Orizi (M) Sdn Bhd of ORIZI Group, with 68.2 out of 100 on a ten-dimension evidence rubric. It makes perfume for 10 client brands in all five format families, runs a halal-audited plant with 148 halal-listed client products, holds a register-verified ISO 22716 certificate (AMER14609) and has 5.0 stars from 134 Google reviews. Eng Kah Enterprise is second at 55.7.

Which Malaysian factory makes the most perfume for other brands?

Perusahaan Maju in Sungai Bakap, Penang (138 perfume products for 12 outside brand owners) and Eng Kah Enterprise in Bayan Lepas, Penang (133 products for 13 brand owners) have the largest perfume client books on live NPRA notifications, captured September 2026. Larger fragrance totals belong to perfume houses that only fill their own brands, or to factories serving one or two captive clients.

Can I make halal perfume in Malaysia?

Yes, but check it product by product. Several Malaysian perfume factories hold a JAKIM certificate under the OEM scheme with no perfume listed on it. Dr Orizi (ORIZI Group) runs the most halal-listed plant in this 2026 pool, with 148 client products in the JAKIM directory. Alcohol type and every fragrance raw material affect halal status, so ask the factory to confirm your own formula can be listed.

What perfume formats can Malaysian OEM factories make?

Malaysian perfume OEMs make eau de parfum and eau de toilette, body and fragrance mist, roll-on and oil perfume (attar), solid perfume and, less often, extrait. In this 2026 ranking, only Dr Orizi (ORIZI Group) shows all five format families, and Eng Kah shows four, according to Malaysia’s Top Ten. Car and home fragrance usually run on different lines.

What is the minimum order for private-label perfume in Malaysia?

Few factories publish one. Among the top ten, ORIZI Group states private-label perfume from around 100 units and Masha states 500 units for its range, while the others quote on request (company-stated, October 2026). No factory in the pool publishes a perfume lead time, so ask for MOQ, lead time, IFRA documentation and NPRA notification support in writing before you commit.

How should I choose a perfume manufacturer in Malaysia?

Shortlist factories that already make perfume for several outside brands, then check four things directly: the ISO 22716 certificate number and issuer, whether your perfume can be halal-listed, the formats and bottle types the factory fills, and recent customer reviews. Then compare MOQ, lead time and price for your own scent. This ranking’s top ten is a shortlist built from those checks.

How this ranking was produced

 • Question: which Malaysian factories are the best OEM, ODM and private-label partners for a perfume brand, on public evidence, as of September–October 2026.
 • Ranking type: editorial. Ten declared, weighted dimensions are summed to a score out of 100.
 • Screen: named as manufacturer on active NPRA cosmetic notifications (captured 3–6 September 2026); perfume identified by product name (eau de parfum, eau de toilette, cologne, body and fragrance mist, attar and oil perfume, solid perfume, extrait; hair, body-wash, deodorant, car and room products excluded); the factory’s own brands removed; at least 15 perfume products for three or more outside brand owners. 14 factories qualify.
 • Perfume client book (20): perfume products made for outside brands (150 or more scores 10) plus the number of perfume client brands (12 or more scores 10).
 • Halal (15): halal-listed cosmetic products made at the plant in the JAKIM directory, under the factory’s or a client’s certificate (150 or more scores in full, pro-rated below). A JAKIM certificate with no products listed scores 2.
 • Verified certifications (15): NPRA GMP listing; ISO 22716 confirmed on the issuer’s public register scores highest, a published number next, a claim lowest; other ISO standards and SEDEX add a little.
 • Track and regulatory record (10): years since SSM registration, minus a deduction for any NPRA product cancellation or US FDA warning letter since 2018 naming the factory as manufacturer.
 • Customer reviews (10): Google rating and review count on the most-reviewed listing that clearly belongs to the company or its group (September 2026).
 • Exports and industry ties (10): US FDA facility records, MATRADE, FMM, D&B, audited export revenue and SIRIM ties.
 • Perfume formats (5): one point each for eau de parfum or toilette, body or fragrance mist, roll-on or oil perfume, solid perfume and extrait, from NPRA product names and the factory’s own perfume page.
 • Plant (5): roof footprint of the largest officially recorded site measured on satellite imagery; unmeasured units in multi-tenant blocks take the lowest band.
 • Published terms (5): published MOQ, lead time, perfume page, client segments and languages.
 • CSR (5): SEDEX/SMETA, rooftop solar and similar, verified evidence scoring above claims.
 • Ties: broken by perfume client brands.

Notable exclusions

Candidates considered but not ranked, and why:

 • Germalab (25.1), Lunacare (19.1), Essencepro (15.5) and Fabullite (14.9) — Qualified for the pool but scored outside the ten. Essencepro has a large perfume book (80 products) but was incorporated in 2023, has no public website and depends on two clients for over half its book. NPRA cancelled two creams Fabullite manufactured after mercury was found.
 • Own-brand perfume houses — Infinite Opportunities (310 perfume notifications) and Bestperfume (286) fill only their own brands. They are not OEMs and were removed at the own-brand step.
 • Captive fragrance factories — Rassalab Global (162 perfume products for two brand owners), Tropical Bioessence (149 for one), Earth-Nature Biotech (66 for one) and Wipro Manufacturing Services (40 for its own group) work for one or two clients and did not meet the three-client screen.
 • Hair-fragrance makers — Sun-Yang Marketing’s fragrance-named products are hair and scalp care rather than body perfume, so they were excluded by the format screen.

Limitations

Desk research only: we did not audit or visit the factories. Perfume products were identified by product name on NPRA notifications, so a few may be missed or misclassified. Brand ownership was checked by holder name and address; factories that file client brands in their own name may be undercounted. Halal is scored at plant level because perfume-specific halal listings are rare; a halal plant does not make every perfume halal. Most certification registers are not public, so “not verifiable” does not mean “not valid”. Plant sizes are satellite estimates. Scores describe the evidence available in September–October 2026.

Update history
