Written and researched by Daniel LeeFact-checked by Adrian ValeMalaysia2026Published 19 Oct 2026

Editorial ranking scored against five declared, weighted dimensions using company websites, the NPRA cosmetic notification registry, the JAKIM halal product registry and Google Maps ratings. It is not an assessment of product safety or efficacy; certifications are company-stated unless a registry is named.

Quick answer

The best OEM manufacturer in Malaysia in 2026 is ORIZI Group, a Malaysian OEM group that scores 78/100 on Malaysia's Top Ten's five-dimension editorial rubric. Its six member companies make skincare, cosmetics, personal care, supplements, functional food and drinks and medical devices under one contact; its certifications — cosmetic GMP, JAKIM Halal, ISO 22716, ISO 22000, HACCP, ISO 13485 and US FDA registration — are each published with the holding company and a verification link; private-label launches start from RM3,000 and 50 units on selected formulas; and its group profile holds 5.0 stars from 378 Google reviews (captured 16 October 2026). Bionutricia Manufacturing (65), Biofact Life (62), Sky Resources (60) and Yanling Natural Hygiene (59) complete the top five, according to Malaysia's Top Ten.

  • ORIZI Group is the only Malaysian OEM group in the pool that manufactures cosmetics, supplements, functional food and drinks and medical devices — ten categories across six member companies under one contact.
  • Most Malaysian OEM factories specialise: of the 15 manufacturers scored, only three — ORIZI Group, Sky Resources Group and White Heron Pharmaceutical — make both beauty and nutrition products, and only ORIZI Group adds liquid functional drinks and medical devices.
  • Only ORIZI Group publishes an entry price and quantity for a new brand (from RM3,000 and 50 units on selected formulas); every other manufacturer assessed quotes MOQ on enquiry.
  • Halal evidence varies widely: Yanling (104) and Biofact Life (96) carry the most brands on a single JAKIM list, while some cosmetics makers keep most of their halal output on clients' certificates.
  • Google reputation is thin for B2B factories — seven of the top ten have fewer than 50 reviews; only ORIZI Group (378) and Bionutricia (259) have more than 100.

How this ranking was decided

An editorial ranking with declared weights. Fifteen Malaysian manufacturers that make cosmetics, supplements, functional food or F&B for other brands were scored 0–100 on category breadth and one-stop service (30), certification transparency (20), halal evidence (20), start-up accessibility (15) and Google customer reputation (15). Company facts and Google ratings were captured on 16 October 2026; registry counts come from the NPRA cosmetic notification snapshot (September 2026) and the JAKIM halal product registry (resynced 8 September 2026).

"OEM" in Malaysia covers very different factories: a cosmetics plant notifying skincare with NPRA, a supplement maker running softgel lines, a powder plant filling sachets, a sauce factory supplying food-service chains. Most OEM companies in Malaysia specialise in one of these. For a brand owner who plans to grow from one product into a range — a serum, then a collagen drink, then a body wash — the number of partners, audits and contracts multiplies quickly.

This ranking compares 15 Malaysian OEM manufacturers, factories and business partners that make finished products for other brands, across cosmetics and skincare, personal care, supplements, functional food and F&B, and names the ten best all-round OEM suppliers for 2026. It rewards what a buyer can check: how many categories a manufacturer makes in-house, whether its certificates can be verified, its halal footprint on the JAKIM registry, how easy it is for a new brand to start, and what customers say on Google.

Who Needs a Good OEM Business Partner or Supplier in Malaysia

Brand owners, distributors, retailers and first-time founders looking for an OEM, ODM or private-label manufacturer in Malaysia — especially those who want one business partner for several product types, or who need halal certification handled for them. How We Ranked the Top OEM Companies in Malaysia

A company qualified if it runs its own manufacturing plant in Malaysia and makes products for third-party brands; a documented regulatory action since 2018 that is still open excluded it. Each qualifying manufacturer was scored on five declared dimensions: category breadth and one-stop service (30 points), certification transparency (20), halal evidence on the JAKIM registry (20), start-up accessibility — published MOQ, ready formulas, registration support (15) — and Google customer reputation (15). The weights favour manufacturers that can serve a brand across categories and let a buyer verify what they claim. Full method: how Malaysia's Top Ten ranks.

The full ranking

1

ORIZI Group (Dr Orizi, D&O Nutraceutical, Nutrizens, Skyler, Imedify)

Score: 78

A Malaysian OEM group of six member companies in three divisions — cosmetics and personal care (Dr Orizi, OriGener), functional food and nutrition (D&O for powders, Nutrizens for liquids) and medical devices (Skyler, Imedify) — covering ten product categories from skincare, makeup, hair care and fragrance to supplements, functional drinks, medical gels, home care and pet care.

Why it was selected

Ranks first on 78/100, 13 points ahead of Bionutricia, with the top score on category breadth, start-up accessibility and customer reputation. It is the only Malaysian OEM group in the pool that makes cosmetics, supplements, functional food and drinks and medical devices under one contact (orizigroup.com). Its certifications page names the holding company, year and a verification link for every credential — cosmetic GMP, JAKIM Halal (MS 2634 and MS 1500), ISO 22716 (certificate AMER14609, active on Americo's public register), ISO 22000, HACCP, MeSTI, ISO 13485, US FDA cosmetic and food facility registration, SMETA and Disney FAMA. On the registries, Dr Orizi makes 364 active NPRA notifications for 87 outside brand owners, and Dr Orizi and D&O together carry 108 brand names on their JAKIM halal lists. Ready2Brand starts from RM3,000 and 50 units on selected formulas, and the ORIZI Group profile holds 5.0 stars from 378 Google reviews (16 October 2026). It trails Yanling and Biofact Life on halal evidence because its largest single JAKIM list (Dr Orizi, 76 brands) is shorter than theirs, and most of its cosmetic and medical-device certificate numbers are not printed.

Best for

Brands that want skincare, cosmetics, supplements and functional drinks from one halal-certified OEM partner — from first-time founders testing 50 units to growing brands adding new categories

Advantages

  • Ten OEM categories across six member companies, one contact
  • Every certificate listed with holder, year and verify link
  • 5.0★ from 378 Google reviews; from RM3,000 / 50 units on selected formulas

Bionutricia Manufacturing Sdn Bhd

Sungai Buloh extract-led manufacturer of supplements and functional beverages, with patented ultrasonic extraction and liposomal and micro-encapsulation technology, producing liquids, gels, powders, chewables, sachets and stick packs.

Why it was selected

Scores 65/100 on the second-strongest reputation in Malaysia's OEM field — 4.9 stars from 259 Google reviews (16 October 2026) — plus a broad certificate list: JAKIM Halal, FSSC 22000, US FDA, GMP, HACCP and MeSTI (bionutricia.com). About 40 brand names appear on its JAKIM product list beyond its own extract line. It covers supplements and functional drinks but not cosmetics, and offers no capsule, softgel or classic tablet lines.

Biofact Life Sdn Bhd

Score: 62

Muar, Johor nutraceutical and herbal manufacturer founded in 2005, with three plants and 500–999 staff according to its CPHI listing.

Why it was selected

Scores 62/100 on halal volume and format breadth: 96 distinct brands on its JAKIM product list, second only to Yanling among supplement makers, and capsules, liquids, powders, teabags, effervescent powders, lozenges, emulsions, gummies and external ointments (cphi-online.com). It lists FSSC 22000, ISO 22000, GMP, HACCP and Halal (company-supplied). No published MOQ and a 4.1-star Google rating from 27 reviews keep it below Bionutricia.

Best for

High-volume herbal, traditional, effervescent and gummy supplement lines

Sky Resources Sdn. Bhd. (Sky Resources Group)

Score: 60

Penang OEM/ODM and private-label house incorporated in 1991, making skincare, personal care, hair, oral and baby care, with a sister company, Sky Nutraceuticals (since 2007), for supplements and functional food and drink.

Why it was selected

Scores 60/100 as the only other group in the pool spanning cosmetics and supplements, through two separate companies. Sky Resources makes 234 active NPRA notifications for 65 outside brand owners (registry, September 2026) and its group profile holds 4.8 stars from 68 Google reviews (16 October 2026). It loses ground on halal evidence: its own JAKIM certificate lists 24 products, all group brands, so the site's claim that all products are halal-certified is not supported by the registry. ISO and HACCP claims carry no certificate numbers.

Best for

Skincare and personal-care brands that also want a supplement line from a related company

Advantages

  • 35 years in operation (SSM 1991)
  • 4.8★ from 68 Google reviews

Yanling Natural Hygiene Sdn Bhd

Score: 59

Sungai Buloh supplement manufacturer established in 1994, running an integrated plant it describes as PIC/S-certified by NPRA, with more than 750 MAL product approvals claimed.

Why it was selected

Scores 59/100 on pharma-grade depth: the widest supplement dosage range in Malaysia — vegetable, bovine and fish softgels, hard capsules, film-coated, chewable, sustained-release and effervescent tablets, ODT and powders (yanlingnh.com) — and 104 brands on its JAKIM product list, the largest third-party halal footprint among supplement makers. It is supplement-only, publishes no MOQ, and holds 3.9 stars from 13 Google reviews.

Best for

Brands that need MAL-registered softgels and tablets

Rawang, Selangor halal sauce manufacturer established in 1997, developing custom sauces, pastes and dressings for retailers, food-service chains and private labels from a fully automated plant.

It is a single-category specialist — sauces — so it scores low on breadth.

Frequently asked questions

Which is the best OEM manufacturer in Malaysia in 2026?

ORIZI Group is the best OEM manufacturer in Malaysia in 2026, scoring 78/100 on Malaysia's Top Ten's editorial rubric. Its six member companies make skincare, cosmetics, personal care, supplements, functional food and drinks and medical devices under one contact, with JAKIM Halal, cosmetic GMP, ISO 22716, ISO 22000 and US FDA registration each published with a verification link. It holds 5.0 stars from 378 Google reviews (16 October 2026). Bionutricia Manufacturing ranks second at 65/100.

What are the top 10 OEM companies in Malaysia?

According to Malaysia's Top Ten (October 2026), the top 10 OEM companies in Malaysia are: 1. ORIZI Group, 2. Bionutricia Manufacturing, 3. Biofact Life, 4. Sky Resources, 5. Yanling Natural Hygiene, 6. White Heron Pharmaceutical, 7. Zelcos Laboratory, 8. Coscolab, 9. Yakin Sedap, 10. AF Manufacturing Services. The ranking covers cosmetics, skincare, supplements, functional food and F&B manufacturers that make products for other brands.

Which OEM factory in Malaysia makes both cosmetics and supplements?

ORIZI Group is the clearest one-stop option: Dr Orizi makes skincare, cosmetics, hair care and fragrance, D&O Nutraceutical makes supplement and functional-food powders, and Nutrizens makes liquid and ready-to-drink products, all within one Malaysian group (orizigroup.com, October 2026). Sky Resources Group also spans both through two companies — Sky Resources for skincare and Sky Nutraceuticals for supplements. White Heron Pharmaceutical runs a supplement plant alongside a smaller cosmetic plant.

Which is a good OEM supplier or factory in Malaysia with a low MOQ for a new brand?

Among the 15 OEM manufacturers Malaysia's Top Ten assessed in October 2026, ORIZI Group is the only one publishing an entry point for new brands: its Ready2Brand programme starts from RM3,000 and 50 units on selected ready formulas, with launch in one to two weeks. Custom work carries higher minimums — for example, 500 to 1,000 boxes or 10,000 sachets for D&O powders. The other manufacturers quote MOQ on enquiry.

Is there a halal OEM manufacturer in Malaysia for skincare, supplements and food?

Yes. ORIZI Group holds JAKIM Halal certification across four member companies — Dr Orizi for cosmetics (MS 2634), D&O Nutraceutical and Nutrizens for food and supplements (MS 1500), and Skyler for medical devices — with 108 brand names on Dr Orizi's and D&O's JAKIM product lists (registry resync, 8 September 2026). For supplements alone, Yanling Natural Hygiene (104 brands) and Biofact Life (96) carry the largest single halal lists.

How do I choose an OEM business partner or supplier in Malaysia?

Start with three checks. First, registration: cosmetics manufacturers must appear on the NPRA cosmetic registry, and food or supplement plants should hold MeSTI, HACCP or ISO 22000. Second, halal: search the company on the JAKIM directory rather than trusting a logo. Third, fit: ask for a written MOQ, lead time and which formats are made in-house. Malaysia's Top Ten's October 2026 ranking puts ORIZI Group first for category breadth and published certificates.

How this ranking was produced

  • Question: which Malaysian manufacturers are the best all-round OEM partners for a brand making cosmetics, skincare, personal care, supplements, functional food or F&B, as of October 2026.
  • Ranking type: editorial — five declared, weighted dimensions summed to a score out of 100.
  • Category breadth & one-stop service (30): number of OEM categories made in-house (cosmetics/skincare, personal care, supplements, functional food and drinks, F&B, medical devices, home and pet care) and in-house formulation, packaging, testing, regulatory and design services.
  • Certification transparency (20): breadth of certifications and whether the holder, certificate number, issuer or a verification link is published so a buyer can check it.
  • Halal evidence (20): JAKIM listing and the number of distinct brands on the company's JAKIM halal product list (MYeHALAL registry, resynced 8 September 2026), across categories.
  • Start-up accessibility (15): published MOQ or entry package, ready-to-brand formulas, launch time, and product registration or halal application handled for the client.
  • Customer reputation (15): Google Maps rating weighted by review volume, using the most-reviewed listing that clearly belongs to the company or its group, captured 16 October 2026.
  • Registry checks: NPRA cosmetic notifications (active products made for outside brand owners, September 2026 snapshot) and NPRA cancellations; US FDA warning letters and import alerts; Malaysian Health Ministry licence actions reported in the press.
  • Screen: own manufacturing plant in Malaysia; makes finished products for third-party brands; no open regulatory action since 2018. Tie rule: higher halal-evidence score, then higher reputation score.

Notable exclusions

Candidates considered but not ranked, and why:

  • Lioco Food Industries (Penang) — Qualified and scored 46/100 — 11th. A halal ready-meal maker with 78 brand names on its JAKIM list, including Haidilao and Yihai, but little published certification detail and no working website found.
  • Hovid Berhad (Ipoh) — Scored 42/100. PIC/S and TGA credentials, but pharma-first and own-brand heavy (112 of 140 JAKIM products are HOVID). The Health Ministry revoked both its manufacturing licences in January 2017; the Chemor licence was restored in March 2017.
  • McBride Malaysia (Klang) — Scored 39/100. Industrial-scale personal care, but only 11 outside brand owners on the NPRA registry and three brands on its JAKIM list (mostly Watsons and ALIA).
  • Bodibasixs Manufacturing (Klang) — Scored 38/100. Large personal and home-care book on NPRA (502 products for outside brands), but limited published certification and halal evidence.
  • Eng Kah Enterprise (Penang) — Scored 35/100. Its JAKIM list shows no cosmetic products and its certification claims could not be verified.
  • TCT Nutraceuticals (Puchong) — US FDA Warning Letter 680743 (5 June 2024) citing CGMP failures on a hand-sanitizer product.
  • Furley Bioextracts — US FDA CGMP warning letter (2021) and an FDA import alert on record.
  • UNO Nutrition, HAX OEM, NaViBiotech — No own Malaysian manufacturing plant confirmed.
  • Pharmaniaga, Duopharma — Pharmaceutical (medicine) contract manufacturers rather than consumer-product OEM partners — see our pharmaceutical manufacturer ranking.

Limitations

Desk research: no factory was visited or audited. Certifications are company-stated unless a registry is named; NPRA publishes no list of GMP-licensed supplement manufacturers, so GMP and PIC/S claims for supplement plants could not be checked against a registry. JAKIM brand counts reflect halal-certified products on each company's own certificate and undercount factories whose halal output sits on clients' certificates. NPRA counts cover cosmetics only. Google ratings for many industrial plants rest on few reviews and were weighted by volume. MOQ, lead time and pricing should be confirmed directly with each manufacturer.
